Heze City in Shandong Province has long been recognized for its expertise in producing willow and rattan products, which have become one of the city's top export commodities. These items are not only a traditional strength for Heze but also a key product that the city has showcased at the Canton Fair for many years. The export of willow and rattan goods accounts for nearly half of the city’s total exports, making it the largest export category. In recent years, under the guidance of the provincial authorities, the local bureau has focused on improving quality and safety, identifying key issues, and implementing targeted measures to address four major challenges in the export of these products.
To tackle testing challenges, the bureau invested heavily in upgrading its laboratory facilities, purchasing advanced equipment, and training staff to ensure faster and more accurate inspections. Now, the wood product inspection lab spans 240 square meters and covers 22 categories of testing, including formaldehyde, lead, cadmium, and mercury. This has eliminated the need for companies to send samples abroad, saving around 4 million yuan annually and reducing processing time by up to four days per batch.
In terms of customs clearance, the bureau introduced a 365×24 service model, offering continuous support to enterprises in the demonstration area. A dedicated "green channel" was set up to handle urgent requests efficiently. By implementing a classified inspection system, the bureau allows demonstration area enterprises to skip on-site inspections upon application, with follow-up reports released alongside inspections. As a result, the visa cycle has been reduced from 2-3 working days to just 0.5-1 day, with emergency cases handled promptly when needed.
To improve the service system, the bureau established a state-of-the-art fumigation warehouse, equipped with advanced technology and professional facilities such as electronic monitoring systems, comprehensive labs, and drug efficacy evaluation rooms. This has significantly enhanced the efficiency of customs clearance while addressing previous concerns about fumigation safety and worker health.
The construction of the demonstration zone has also played a crucial role in strengthening source control. Over 1 million RMB was invested to create an online procurement platform, allowing real-time verification of key raw materials. The city government has also allocated special funds to support leading export enterprises, encouraging them to pursue international certifications like EU FSC, US CARB, and Japan SG. Several well-known companies, including Qinglin Household and Everest Wooden Arts, have successfully obtained these certifications. The Heze Mucao Liu Demonstration Zone has been officially recognized as the "China Woodgrass Willow Export Base" by multiple national authorities.
