Ascendant cultural artwork assessment

According to the analysis of the six factors that restrict the development of the Chinese art market based on the “2010 Annual Report of the Chinese Art Market” edited by the Ministry of Culture and Market Division of the Ministry of Culture, it is not difficult for us to find scientific assessments of cultural works of art and establish fair and reasonable price evaluations of works of art. The system is the top priority for the healthy development of Huaijin art market.

After one year's development, the drawbacks brought about by the absence of the art evaluation system have surfaced. Take the Cultural Exchange as an example, two works by Wu Guanzhong, listed on the Taishan Exchange Exchange, are entitled “Lijiang New Life” and “Versailles. “These were 36 million and 20,500,000 respectively. These two works came from the autumn auction of Sotheby's in Hong Kong in 2011. The auction price was 21,432.9 million and 151,510,000 respectively. The evaluation of the prices of listed artworks is unreasonable. On the website of some cultural and art exchanges, we see that its cooperating agency is an asset appraisal company, and the uniqueness and academic evaluation of artworks are not reflected here. The assessment issues faced by the exchange are also common in the arts, trust, insurance and other industries. Artwork as a property of capital has already emerged in the above-mentioned institutions, but the matching assessment agencies or authoritative third-party assessments are difficult to find.

In the face of these problems, the State intensified its policy guidance in 2011 and made important instructions in advancing the Sixth Plenary Session of the 17th CPC Central Committee on the assessment of cultural works and how to establish an honest system. In November, the State Council issued the "Decision of the State Council on Clearing and Refining Various Exchanges to Prevent Financial Risks." In December, the Ministry of Culture announced the “Notice of the Ministry of Culture on Strengthening the Management of the Art Market”, and proposed to promote the construction of art associations and conferences, promote the legislative process of the art market, and exercise authority over the art business units. The responsibility to assume is clearly defined. On December 21st, the signing ceremony for the cooperation in the evaluation of cultural artworks promoted by the Institute of Culture and Industry of the National Taiwan Research Center of the National Development and Reform Commission and the Chinese Collector's Club was held at the Shanghai Global Finance and Culture Communication Center. In accordance with the relevant strategic framework agreement, the Chinese Academy of Collective Clubs Cultural Art will provide arts market value and issue agency evaluation reports for the needs of customers in the Shanghai Oriental pawn industry. According to the China Collection Club, the future cultural and art evaluation system will adopt the "6-2-2" standardization institution assessment method, and the appraisal of "scientific specification process + scientific appraisal + artistic appraisal (experience appraisal)". Method architecture. Among them, 60% of the assessments for the assessment of assessments rely on a standardized set of procedures manuals, 20% rely on instruments and scientific and technological means, and the other 20% will be composed of experience of the expert group. The establishment of this third-party art appraisal and evaluation system will take two years to complete the investigation. First, pilot projects will be conducted on the most active types of artworks in the three types of modern paintings, porcelain and jade.

The smaller proportion of sounds in this evaluation system is the identification of scientific and technical appraisals and expert experience. Prior to this, China had already tried this authentication system in 2007. The Chinese Academy of Arts and Technology and the Capital Normal University in China The Technical Research Center has jointly set up a national scientific research project “Authenticated Scientific Identification System for Painting and Calligraphy.” The Research Center for the Validity of Painting and Calligraphy focuses on the informationization of science and technology, and focuses on the introduction of science and technology into the art during the national scientific research. After several years of exploration, the entire platform has been completed and accumulated, the methods and procedures for technology testing have been improved, and national patents have been filed for some new methods. A large number of valuable scientific research data have been obtained, and the framework of the Chinese scientific identification system for calligraphy and painting has basically been established, laying the foundation for the development of the new assessment system. At the same time, the Chinese Collection Club has begun to cooperate with European artists. A preliminary work will be established and the other party’s experience in antique identification will be learned.

The relatively large proportion of this evaluation system is a set of standardized procedures, but the setting of specific procedures has not yet been announced. Article 18 of the “Regulations on the Evaluation Procedures of the Art Assessment Committee of the Cultural Market Development Center of the Ministry of Culture” stipulates that the art evaluation part shall include painting sculpture, calligraphy, jade jewelry, metalware, ceramics, integrated arts, technology testing, legal information, and art market. The tenth supplementary working committee for information, arts and crafts, etc.; Article 29 stipulates that the evaluation of defective products shall perform three basic procedures: artistic assessment, scientific testing and appraisal, and judicial notary office of the Art Assessment Work Committee shall notarize the above assessment. In the final analysis, the setting of this program depends on expert experience and Section 1 technical means. In the future evaluation system of cultural artwork, the design of the program needs to explore the theory and method of evaluation in practice.

The West is extremely cautious about setting up an evaluation system. The first thing to do is to ensure that the assessment is clear and acceptable to all. Is it possible to establish a set of assessment indexes so that it can evaluate any art field? In art management, it is emphasized that the evaluation index is clearly linked to the institutional planning model. The agency's effectiveness index must always be specific to the institution, and should not apply the hypothetical benchmark to all agencies. To measure unlisted products, there is a fairly thorough method of measuring the highest price people are willing to pay for the product. After the goods enter circulation or use, they have product attributes. The two commonly used methods in the West are the willingness to pay method (the hedonic market approach, the transport cost method) and the hypothetical market assessment, but the disadvantages of these two methods when assessing cultural assets are that they easily overlook political, policy, and popular factors. In the current China, the state implements a policy of encouragement and support for the cultural and arts industries. The art market has gradually entered the era of assetization. The figure of capital is becoming more and more obvious. The cooperation between art and gold is also increasingly evaluated. Soundness and improvement will advance in a timely manner, but we should pay attention to learning advanced Western experience while focusing on the reality of China and create a set of third-party "cultural art appreciation systems" that are unique to China.
